OUR DOCTORS
Optometrist
Dr. Loan Concepcion
Dr. Concepcion founded TLC Optometry in 2003. She obtained her Bachelor of Science degree in biology and a minor in psychology from the University of California Irvine in 1989 before receiving her Doctorate of Optometry from the Southern California College of Optometry in 1995. She completed her rotations with McCellan Airforce Base in Sacramento, Low Vision Clinic in Santa Monica and the ophthalmology clinic in Santa Barbara VA where she focused on ocular pathology, contact lenses and primary-care.

In her spare time, Dr. Concepcion enjoys spending time with her husband, two beautiful teenage daughters and her newly acquired shih tzu puppies, Charlie and Bella.
Optometrist
Dr. Sarah Kim
Dr. Sarah Kim joined TLC Optometry as an associate in October of 2014. She obtained her undergraduate degree in biology from UCLA in 1994. She then completed her professional training at New York State University, College of Optometry in 1999. She has extensive clinical training in the treatment and management of ocular disorders from Beth Isreal Ophthalmology Department in New York.
After she completed her professional training in New York, she returned to Los Angeles where she grew up. She spent many years at a busy family practice prior to relocating to Sacramento in the summer of 2012 to enjoy more time with her family.
In her free time, Dr. Kim enjoys taking yoga classes and playing the piano. She and her husband are blessed with two beautiful daughters, Allison and Jenna who always keep their home filled with so much energy and joy.
